In November 1973, a constitutional amendment approved by voters allowed the state to begin regulating lotteries in Rhode Island. Under this gaming regulation, the first drawing was in May 1974.

In 1992, video lottery terminals became available at the state's two pari-mutuel facilities. Table games became available at first one facility in 2013 and the other in late 2018.

A 1973 constitutional amendment created the Rhode Island Lottery Commission to regulate the lottery but disbanded in 2005. By mid-2006, the gaming commission became the State Lottery a division of the State of Rhode Island Department of Revenue.

This made the Rhode Island Lottery (The LOT) a state agency responsible for gaming history, regulations, statistics, and gaming income tax collection. Further, it's Central Site hosts the central server systems which remotely connect to VLT machines at Rhode Island casinos.

All casino VLTs offer six or more games including slots, blackjack, keno, and three versions of poker.

There are two commercial casinos in Rhode Island.
